Job Summary


Provides analytical and project support to technology initiatives. Applies in-depth technical understanding of programming languages and the application development lifecycle to analyze business and user needs, define scope, and document requirements. Incumbent is competent to work at the highest technical level of all phases of systems analysis.

 

Key Activities

  • Develops and analyzes functional and non-functional requirements for technology solutions with stakeholders to ensure business needs are well understood, clearly defined, and properly aligned with overall project scope. 
  • Facilitates and leads the development of requirements through conducting interviews with internal and external customers, reviewing documentation, and developing use cases, workflows, data models, and diagrams.
  • Critically evaluates data and information gathered from multiple sources, reconciles conflicts, decomposes high-level information into details, consolidates understanding from low-level abstracts, and distinguishes user requests from the underlying needs. 
  • Independently develops process improvement recommendations or technical solutions to resolve gaps or underlying issues, and makes presentations to key stakeholders.
  • Collaborates with development staff and SMEs to establish the technical vision and analyze tradeoffs between usability, security, and performance needs. Effectively communicates complex technical concepts to both nontechnical and technical staff.
  • Translates data transportation and transformation expectations into accurate, actionable and secure data interchange requirements. Analyzes data layouts and develops data matching and trending rules.
  • Develops complex application quality and assurance test plans to verify accurate operation of the application. Interacts with users and technical staff to identify and evaluate potential problems or issues.
  • Develops user manuals, training plans, and help files to describe the functionality and communicate various technical issues. Prepares and delivers formal and informal training presentations to business owners/representatives, agency outreach and support staff, developers, testers, and other key stakeholders.
  • Stays informed of latest trends related to information technology and business analysis. Provides thought leadership on business analysis approaches. 
  • Leads and develops less experienced staff.
  • Develops recommendations for ad-hoc reports to obtain information that is not readily available.
  • Performs other duties as assigned.

Qualifications

  • Bachelor degree specializing in Business, Computer Science, or Management Information Systems or equivalent experience required.
  • Technical understanding of programming languages and the application development lifecycle.
  • Excellent analytical abilities.
  • Three to six years of experience in or with:
    - Technical writing and business analysis
    - Large application development and/or data projects
    - Customer service and training
    - Soliciting and documenting detailed requirements
    - Aligning and tracking requirements with other project artifacts such as design and test documents.
  • Proficient computer skills in programs including, but not limited to Word, Excel, PowerPoint, Visio, Project, Internet and email programs.
  • Ability to work independently.
  • Proven customer services skills and troubleshooting abilities.
  • Excellent project management skills.
  • Ability to work effectively in a team environment.
  • Excellent written and oral communication skills.
  • Openness to travel as required.
